A correct and economic design of a building structure needs a skillful engineer working on it.This comes with experience and understanding of various concepts.
# There is nothing called specially economising a building! As long as you are designing for the load demand CORRECTLY, you are always economic and achieving the safety. Now this ''CORRECT'' design depends on ones experience and understanding.

Understanding clients requirement,Producing a well co-ordinated structural scheme,Assessing the correct loads,Understanding the building site conditions, correct analysis and interpretation,correct detailing all comes with experience and your understanding of the subject.
# ETABS is only a software. Your understanding of the subject and your experience as mentioned above decides these. Also your skill to undertstand what ETABS does and to interpret the results in the correct way decides accuracy and economy. Compared to many other tools, ETABS has a lot of optimsation options in the result interpretation which makes it easier to get the results we want.
To summarise,your question dont have a single answer but it depends on the skill and experience.One need to do all the steps correctly and to the requirement. There are many things that you need to do correctly which comes to you over a period of time.
Another very important aspect is an engineer being on board early enough before the architectural scheme is developed. This rarely happens in smaller projects in India.
